Experts of the Secretariat of the Economic Council to the Prime Minister convened the first meeting of the Working Group No. 5 on the reform of the public health control system. The meeting was attended by representatives of the State Chancellery, the Ministry of Health, the National Agency for Public Health, the business community and other stakeholders. <\/p>\n\n\n\n
The participants are to review the regulatory framework with a view to improving the situation, as provided for by Government Provision 108-d of 25 July 2023. Among the topics discussed was the fact that the National Agency for Public Health (ANSP) and the National Agency for the Regulation of Nuclear and Radiological Activities (ANRANR) carry out the same type of control at economic agents – control of the circulation of medical devices with ionizing radiation sources. <\/p>\n\n\n\n
It is recommended to review the appropriateness of the control functions for ANSP in order to avoid duplication with other bodies (ANRANR). Another issue was the fact that the Standing Committee for Drug Control under the Ministry of Health and the National Agency for Public Health also carry out the same control – control of the legal circulation of narcotic drugs, psychotropic substances and precursors, as well as control of the activity of authorisation\/licence holders carrying out activities related to the circulation of these substances. \u00a0<\/p>\n\n\n\n
It is recommended to revise the legislation in order to exclude the possibility of duplication of control bodies. These and other problems have largely been identified by business associations. Proposals to address them are largely based on practices and principles promoted by the Organisation for Economic Co-operation and Development, including mechanisms and principles for state control of entrepreneurial activity that currently exist in Moldova. <\/p>\n\n\n\n
The reform of the system of state control over entrepreneurial activity is planned for 2023-2024 and is being promoted with the support of the business community, members of the Economic Council, representatives of state institutions and donor organisations.<\/p>\n\n\n
