										<content:encoded><![CDATA[<p>27 July 2020 &#8211; A draft roadmap for boosting the process of national economy’s digitalization and development of the electronic commerce, worked out by the Economics and Infrastructure Ministry (MEI), today was unveiled at an online meeting of MEI representatives, experts of the Economic Council under the Prime Minister and the National Association of Companies in the Information Technologies and Communications (ITC) Sector and business associations.</p>
<p>The roadmap provides for 37 actions which, if needed, will be updated and completed with new activities. The document will be approved and launched within the platform of the Economic Council, where all interested actors are found: the business, public authorities, donors and all those who can contribute to the roadmap’s enforcement.</p>
<p>„We deemed as opportune to elaborate a roadmap with immediate measures and not a long-term strategy, the working out and approval of which would take more time. Thus, we prepared a string of actions, which target the principal systemic constraints which, for the moment, are not tackled efficiently. We did not intend to make an inventorying of all measures underway, but preponderantly of those who need an immediate impetus,’’ Economics and Infrastructure Minister Sergiu Railean said.</p>
<p>The official came up with an initiative to set up a working group, which will monitor the implementation of actions from the roadmap.</p>
<p>„I suggest that we create a new working group on the platform of the Economic Council – Economy’ Digitization, due to be led by the National Association of Companies in the Information Technologies and Communications. I think that this is one of the most active promoters of the process of digitization of the economy from the associative sector and is, at the same time, a member of the Economic Council,’’ Railean noted.</p>
<p>The Council members appreciated and backed the ministry’s initiative and gave assurances that they would provide every necessary support in the implementation of the digitalization agenda.</p>

										<content:encoded><![CDATA[<p>July 24, 2020 &#8211; Economic Council experts continue to collect data for the COVID-19 matrix. Discussions were held with representatives of the HoReCa sector, construction and real estate, trade and carriers.</p>
<p>HoReCa representatives need predictability in the process of applying business rules during a pandemic crisis. A plan should be developed that outlined how the rules were applied based on the incidence of COVID-19.<br />
The retail sector has the same desire.</p>

<p>The builders are demanding a revision of the procurement law and securing payments from the state. Representatives of the transport industry spoke about the need to reimburse the cost of excise taxes on diesel fuel.</p>
<p>All these requests of the business are inserted by the experts from the Economic Council in the Anticovid-19 Matrix which is elaborated within the Study of the impact of the COVID-19 pandemic on the sectors of the economy.</p>
<p>Discussions with the business will continue, and recommendations from the Anticovid-19 Matrix will be made in September 2020.</p>

										<content:encoded><![CDATA[<p>21 July 2020 &#8211; Under GIZ Georgia funded survey, developed by EBA Georgia, EBA Ukraine and EBA Moldova within the “<span class="st">DCFTA as a Mitigation Tool for Business Recovery from COVID-19 Effects” in Georgia, Moldova and Ukraine</span> , a technical discussion was organized by EBA Moldova on the platform of Prime-minister Economic Council of RM in order to discuss opportunities for Moldovan businesses deriving from DCFTA to better overcome COVID-19 circumstances.</p>
<p>All of the proposals, comments, suggestions provided by representatives of business community as well as Prime Minister Economic Council, will be reflected in a position paper which is a final result of the survey to be submitted to the Moldovan authorities and European Commission.</p>

<p>Researchers collect information from the first source. Thus, the experts have already held talks with representatives from different sectors of the economy &#8211; textiles, tourism, winemakers, milk and meat producers, IT and financial-banking sectors.</p>
<p>Preliminary discussions with business representatives reveal that some sectors need financial support, others state intervention in ensuring the market for products and services, but also in removing major constraints.</p>
<p>All these requests of the business are inserted by the experts from the Economic Council in the Anticovid-19 Matrix which is elaborated within the Study of the impact of the COVID-19 pandemic on the sectors of the economy.</p>

<p>Through the survey, the representatives of the business community will be able to provide information about the factors that have a negative impact on the activity of their company.</p>
<p>The survey is conducted by the American Chamber of Commerce of Moldova, in collaboration with the Secretariat of the Economic Council to the Prime Minister.</p>
<p>The results of the questionnaire will be used to conduct the impact study of the COVID-19 pandemic crisis on economic sectors launched on June 22. As a result of the study, actions will be developed for the problems of the business community.</p>
<p>The impact study of the COVID-19 pandemic crisis on the economic sectors is carried out by the Secretariat of the Economic Council to the Prime Minister in collaboration with the Ministry of Economy and Infrastructure, with the support of the European Bank for Reconstruction and Development and other development partners.</p>

										<content:encoded><![CDATA[<p>22 June 2020 &#8211; Answers to these questions should be given by the Study on the impact of COVID-19 pandemic&nbsp; on economic sectors to be carried out by the Economic Council in collaboration with the Ministry of Economy and Infrastructure, with the support of the European Bank for Reconstruction and Development in conjunction with other development partners and Council members.</p>
<p>It was launched on June 22, 2020 on the platform of the Economic Council to the Prime Minister of Moldova. Experts who will work on the study should collect information about sectors of the economy, group them by importance and how they were affected, so that later, state measures in this regard are developed. The information will be collected in a matrix which will allow the creation of a broad picture about how and in what way, sectors have been affected and which should be the tools of state intervention in concrete sectors.</p>
<p>This matrix will reduce the risks of wrong and repeated interventions by the state in the process of developing policies to support affected sectors. Present at the event, Minister of Economy and infrastructure Serghei Railean said that at present, studies are carried out periodically. These are necessary, because we are facing an unprecedented crisis with a great degree of uncertainty about how it can evolve and what other consequences it may have.</p>
<p>That&#8217;s why, data needs to be updated frequently. And the single platform proposed by the Economic Council, in which estimates of economic consequences will be gathered, will help link more quickly the urgent measures that the state must take.</p>

										<content:encoded><![CDATA[<p>17 June 2020 &#8211; The EBRD-supported Investment Councils (ICs) are a key part of the Bank’s policy response to the <a href="https://www.ebrd.com/what-we-do/coronavirus">coronavirus&nbsp;pandemic</a>. These well-established platforms for dialogue help governments to develop policy responses which are supportive of business, especially where capacity has been constrained.</p>
<p>From the outbreak of the crisis, IC secretariats have strengthened their efforts to facilitate the dialogue between businesses and governments. As an active participant, the EBRD has direct exposure to many national stakeholders, informing the Bank’s responses to Covid-19.</p>
<p>Active in 12 <a href="https://www.ebrd.com/where-we-are.html">EBRD countries of operations</a> these councils aim to provide a platform for public-private sector dialogue between the government, the private sector, as well as the donor community. The goal is to contribute to a positive business environment by supporting the implementation of agreed policies.</p>
<p>In order to ensure the continuation of the public-private dialogue during the pandemic, the EBRD Governance and Political Affairs (GPA) team recently organised a <a href="https://www.ebrd.com/what-we-do/economic-research-and-data/cse-economists/investment-councils-at-the-forefront-of-EBRD-Covid19-response.html">virtual conference for ICs</a> – building on the previous events in Istanbul 2015, London 2017 and Tbilisi 2018. This year’s conference featured the ICs’ role in supporting the economic recovery of the EBRD countries of operations in the aftermath of Covid-19.</p>
<p>For two days, around 100 participants discussed policy initiatives and the EBRD’s response to mitigate the impact of the crisis and support clients. The opening session featured high-level government participants with Maya Tskitishvili, Vice Prime Minister of Georgia; and Anila Denaj, Minister of Economy and Finance of Albania, who were welcomed by EBRD First Vice President Jürgen Rigterink.</p>
<p>Mattia Romani, EBRD Managing Director, <a href="https://www.ebrd.com/what-we-do/economic-research-and-data/cse-economists.html">Economics,&nbsp;Policy&nbsp;and&nbsp;Governance&nbsp;Department</a>, presented the Rapid Advisory Response framework &#8211; a new service to support the implementation of policies that will help mitigate the economic impact of the pandemic by leveraging the EBRD’s own resources and its network of policy makers and experts.</p>
<p>In panels which brought together business, the EBRD and IC representatives, participants discussed the support the ICs have already provided in response to the crisis, lessons learned and the way forward. Members of the EBRD’s SME Finance &amp; Development Group and Legal Transition Team also joined to discuss the role the Bank can play to support specific initiatives.</p>
<p>As the discussions clearly showed, effective dialogue between the government and the private sector – facilitated by ICs – is important under normal circumstances, but has proven crucial in supporting governments during and after Covid-19. Discussing the way forward, participants noted that particularly SME support, e-commerce and digitalisation should be core to any policy response and will be essential to support the economic recovery – now and in the long term.</p>
<p><em>The EBRD supports the ICs through secretariats, which coordinate and facilitate the work of the councils. They also provide economic and legal analysis and advice to support the work of the councils and support reform efforts. In total, over 50 experts and staff are working in 12 secretariats in <a href="https://www.investment.com.al/">Albania</a>, <a href="http://www.bso.am/">Armenia</a>, <a href="https://investinbelarus.by/en/fiac/">Belarus</a>, <a href="http://ttp:/ics.ge/en/home/">Georgia</a>, <a href="https://nced-ks.com/KKZHE">Kosovo</a>, <a href="http://www.investmentcouncil.kg/index.php/en/">Kyrgyz Republic</a>, <a href="https://consecon.gov.md/en/">Moldova</a>, Montenegro, <a href="http://investmentcouncil.tj/en/">Tajikistan</a>, <a href="https://www.tia.gov.tn/en">Tunisia</a>, <a href="http://www.nicouncil.org.ua/en/">Ukraine</a> and <a href="https://mift.uz/en/foreign-investors">Uzbekistan</a>. The Investment Councils are funded with support from the EBRD Shareholder Special Fund, the EBRD Multi-donor Account for Ukraine, the Swiss State Secretariat for Economic Affairs and the UK Good Governance Fund.</em></p>

										<content:encoded><![CDATA[<p>15 June 2020 &#8211; The apprenticeship becomes important especially now, when tens of thousands of Moldovan citizens have returned from abroad, and who want to work, but do not have the necessary qualifications for the chosen position.</p>
<p>National legislation regulates work-based apprenticeship, but in a confusing form, say experts of the Economic Council who advocate the need for amendments to that legislation. The subject was discussed on June 15, 2020 at the Economic Council meeting with the participation of international experts in the field and representatives of relevant state institutions.</p>
<p>According to experts, one of the obstacles in the application of work-based apprenticeship by the employer is the contradictory regulation of the relations between the employer and apprentice. Another outdated provision of the Labor Code relates to restrictions to obtaining the status of apprentice. These and other provisions in the field of work-based apprenticeship need to be reviewed, experts of the Economic Council believe.</p>
<p>All these topics will be consulted with the members of the Economic Council. who will have to come up with proposals for improvement, after which they will be systematized and proposed to authorities who will promote the necessary regulatory changes.</p>
