ECONOMIC COUNCIL TO THE PRIME MINISTER OF THE RM
Prime Minister Dorin Recean chaired the Plenary Meeting of the Economic Council to the Prime Minister of Moldova. During the meeting with the members of the platform – the business associative sector, donor institutions, research organizations and representatives of state institutions, the Prime Minister reviewed the main reforms aimed at improving the business environment in Moldova. According to Dorin Recean, out of the 20 objectives of the “European Moldova 2030” Strategy, 3 are directly relevant to the business community.
These are deregulation or reduction of bureaucracy, digitization of G2B relations and support to SMEs. Once implemented, the reforms, within these 3 objectives, will bring 5 billion lei in annual savings for business. Another government goal is the promotion of G2B solutions. In two years about 100% of public services for entrepreneurs will be digitised. This will enable contactless business and increase the competitiveness of Moldova’s business environment, which will lead to attracting foreign investors.
During the same meeting Dorin Recean mentioned the creation of the Office for Coordination of Implementation of Government Priorities, through which each step of the implementation of the 20 actions of the Strategy will be closely monitored. The main goal of the implementation of the Strategy “European Moldova 2030” is to increase the well-being of the Moldovan population and to turn the country into the number 1 geographical point in the region in terms of ease of doing business by 2030, Dorin Recean said. Dumitru Alaiba, Vice President of the Economic Council, Deputy Prime Minister, Minister of Economic Development and Digitisation present at the event came with details on the reforms on business deregulation, digitisation of the economy and facilitation of business for MSMEs.
Among other activities to support entrepreneurs Dumitru Alaiba mentioned the National Programme for the Promotion of Entrepreneurship and Increased Competitiveness in 2023-2027, the Government Programme for the Support of Entrepreneurs “373” and the Programme for the Support of Female Entrepreneurship, pointing out that 15 business support programmes are currently being implemented through the ODA. Representatives of the business community welcomed the reforms and initiatives of the authorities aimed at facilitating entrepreneurship in Moldova. In the same vein, the associative sector mentioned a number of challenges that require the attention of the authorities. These include the shortage of manpower, the still excessive bureaucracy in everything related to business administration, state controls and the need to accelerate G2B reforms.
The Prime Minister said that all these issues are on the Government’s agenda and are to be taken to completion, for the most part, by the end of the year. And in order to set new priorities he urged the business community, member of the Economic Council, to come up with a new list of proposals on reforms that can contribute to the development of the business environment in Moldova. The Economic Council Secretariat will collect these proposals and submit them to the Ministry of Economic Development and Digitisation for consideration in the next two weeks.
